Q. I need a book concerning the 4th amendment rights. The subject is Voice Over IP and privacy issues/rights that are or may be violated in wiretapping.

To find books and government documents, go to library.ship.edu and type "wiretapping" into the WorldCat search box.  (Searching WorldCat will result in books we own, online government documents, and books at other libraries.)  The results won't mention the 4th amendment, but it is probable that it will be discussed in the text.  

Also, CQ Researcher has articles which deal with this issue, Academic Search Complete is another good source.
