Swataney is the Shippensburg University of Pennsylvania Student Handbook. You can find it online from the Student Senate webpage.

"Swataney" is an Anglicized form of the Iroquois name "Onkhiswathetani", which means "Our Enlightener", per The Red Man (Vol. 8, p. 158)(1916). Carlisle, PA: Carlisle Indian Press.

More information is printed on the inside of the cover of the 1972 Swataney:
“The name SWATANEY is taken from that of a Cayuga Indian also called Shickellamy.  Well respected for his strong character and statesmanlike vision, he was sent by the Iroquois Confederacy in 1728 to the Forks of the Susquehanna to be their vicegerent or administrator of their colonial policy.  For many years he was Pennsylvania’s principal channel of negotiations with the Indians on her borders.  The name was chosen for this publication not only for its relevant meaning (Our Enlightener), but for the rich Indian heritage of the Cumberland Valley.”
